There aren't any members yet, I have submitted it to the search engines, and I am hosting it now. Hosting is not included. It requires a MySQL database and approximately 10 megabytes space as a bare minimum.

No. It's the SmartSearch CGI script.

Note: I'm in the process of selling the site. The domains are still available though.
