I'm looking to setup a reseller account with the following features and It seems hard to find. Here are my requirements:

Unlimited Email/Pop 3
CGI Bin
Flash Capable
PHP Capable
Unlimited Server Side Autoresponders
WebMail
Web Based Control Panel
Unlimited MySQL
Price: $15-$20/mth
US Located Servers

Would be nice to get the following, but not necessary:
Private Name Srvers
Devleopment pieces like Bulletin Board, Chat room, Shopping Cart, etc.
Physical Location of servers in and around Chicago, IL.

I want to know who manages the back end. If you are a reseller that's fine but I am looking for a service I can grow with - all the way to my own servers some day.
