When will the whole HS economy become operational?

I'm thinking of buying a bold title when I have enough HS$, but when I look at the "actions" page, most of them, including bold title, re "out of stock".

Why is that and when will actions be 'restocked'

The HS Economy is already operational.
You are seeing the Actions "Out of Stock" because you haven't enough credits to buy some. (Maybe part of your money is into BANK, but then this fund of money is not available to buy some actions, you will have to withdraw it before.)
The stock are refurnished weekly, so there will be enough for everybody.
As soon as you will have enough credits for an Action, you will be able to see how many items are still available.

Yo, P10n33R, I think we don't have enough points to buy and that's why it says 'out of stock'. I think that when we have enough, we'll be able to buy.

However, it would be less confusing if it sayd 'not enough points' or something like that

FIXED.
You should see "Insufficients Credits" now if you do not have enough points to buy an Action.
