I think this is a scale down by one. I have idea from that that some big sites like phpbb has already rank 10 and google do not want that most sites should have page rank 10 which is equal to google.

So he adopted the polciy that he adjusted the page rank scale fown by 1 for all web sites. In this way the sites which was going to increase PR one in this update has remained on same PR and which was not going to increase PR has down by one page rank. This is my idea, what you will say on this
