Well we can... but unless you change things so they're easier to access or you use a program to choose characters from different languages easily, they aren't really meant to be used in normal posting and stuff like in these forums... (at least that's how it is for me and everyone I've talked to about it)

Well the people who speak the language probably have it on their keyboard. and if you install the charsets for the other lanuages you can use the windows on screen keyboard =)
