PH domains will probably take over by government
this means theres a possibilty that it wont be offer
to non philippin residents

so me, im getting the best premium domains way ahead before
it will happen. :)

NTC to release .ph guidelines this month

AFTER much heated discussion about the country’s top level Internet domain, the final draft of the Guidelines in the Administration of the .Ph Domain Name is expected to be released this month by the National Telecommunications Commission (NTC).
NTC deputy commissioner Jorge Sarmiento said the hearing held last March 29 should be the last since the advisory board has to come up with a definite set of guidelines to resolve the issue. Comments from various information technology organizations, including DotPH and the Philippine Internet Service Organization (PISO), will be considered. Hopefully, a good middle ground for everyone involved will be established, he added.
“We can no longer prolong this case since it has been going on for years,” said Sarmiento. “And as much as the NTC doesn’t want to get involved, it is proving to be quite impossible since the issue has gone beyond normal discussions, and people are being clouded on what they want to happen.”
The proposed working draft suggests that the .ph domain is a public resource. As such, the government should have the sovereign right over .ph domain name-related public policy issues. The administrator should, therefore, be regarded as a trustee whose primary duty is to manage and operate the .ph domain in the interest of and in consultation with the local Internet community.

MAJOR POINTS
Although current DotPH administrator Jose Emmanuel Disini did not attend the hearing, a position paper containing his comments on the proposed guidelines was submitted during the forum. The paper focused on five major points.
Disini stated that the .ph domain is not a public resource over which the state has a sovereign right since it has not contributed to the development of the Internet or even to the establishment of the local registry itself.
Second, the guidelines allegedly violate Disini’s right by compelling him to give up his registrar business and allowing the NTC to hand it over to private entities.
The third point is that the guidelines are allegedly discriminatory since they specifically target the DotPH, leaving similar entities like the .com and .ne unhampered.
Disini also stated that the guidelines prevent .ph from competing freely by weakening it vis-à-vis .com and other top-level domains, eventually diminishing its quality and driving away users from the .ph ccTLD.
Finally, Disini warned against a potential collusion between the NTC and .com resellers since the guidelines are being formulated with the participation of entities that profit from the sale of .com domains.

NO VIOLATIONS
PISO’s vice president and NTC advisory board member Jason Yu, however, argued that the guidelines do not violate the constitutional rights of Disini as he is still given the option to retain his registrar business upon surrendering his duties as a registry of the .ph domain.
Yu insisted that the guidelines would be able to break the current monopoly and promote competition among businesses, encouraging entities to compete for best services and best prices. He said the members of the advisory board also consist of representatives from the Philippine Internet Commerce Society (PICS) which stands for consumer rights, as well as .ph registrants.
