Ok, Cpanel is very good, but i dont think it is the best. I mean, for hosting companies it IS the best, as its very easy for the users to manage their accounts, but if you are not a host, then the other control panels are equally good. Again, its up to what do u need it for.

Because, they all work otherwise they wouldnt be out there

i'd have to go with cPanel just because I haven't used plesk or anything before. :)
