Need Some Help With Advertising & Promotion Tips!

Hey. I need some help boosting up the member count on my site, http://www.TheWebForums.net
I'd appreciate it, if you could give me tips/sites/etc. that'd help some members register at my forums. Also, VERY VERY VERY VERY(and I mean VERY x4) Cheap Sites that will get me a load of members/hits! :)

Building a forum takes time. There is no overnight solution. Participating in boards like this is a good start. You can try advertising on google and overture for some very specific keywords. Purchasing banner space is probably going to be a little expensive at first. Be sure you are in all the search engines. Keep working at it and provide good content and the users will come.

Alright, Aren't there like sites that'll submit your site to the big Search Engines. Are these things bogus? If not, which sites would anyone recommend? :)
