Your first step is to look through your present investments and identify base units you already own - especially three and two letter domains.
For instance if you were to own ng.com you own the base unit for half the population of China. 50% of Chinese have names ending in ang - as in Wang Shang Chang - so this base-unit controls e-domains for 50% of the Chinese population.

What is required is a a site where investors can place their base units for the ICAAN registrars to buy from. Such a site would become a mini ICAAN and control about a third of all registrations of domains.
BTW : E-Domains is a better system than traditional domains. I will tell you why later
