yes more than one person can backorder a domain name, usually if a lot of people backorder it and your registrar succeeds they hold an auction for the domain name.

another registrar has probably already registered that domain but they don't exactly need to put in any information in the database though they do
own it. whois records are left empty when a registrar is just holding it.
